After struggling for years with the arcane XML Docbook standard, the Docboard has now switched to Mediawiki (the software that powers Wikipedia.org) to maintain the Blender Manual.
This means that pretty much anyone can contribute to the manual without needing exotic techical skills.
In the first few months, subprojects for German, Spanish, Italian and Finnish translations have already started. I'm hoping that we can invite our Chinese fellow blenderheads soon, too.
Unfortunately, spambots are also very active on Wiki's so the team has had to take some measures to prevent spamming.
Go check out the wiki on http://mediawiki.blender.org.
