Bill Knechtel reports finding Elephants Dream on Netflix, appearantly as test content. I can't reproduce this on my Dutch Netflix account, so this is probably region-specific.
I was doing a search on Netflix for "8 1/2" by Frederico Fellini, hoping that I could stream it (they don't have it), when I stumbled across something odd - a bunch of 8 hour versions of Elephant's dream apparently used for testing on Netflix. So I re-searched, this time for "elephant", and saw they have 10 minute, 4 hour, and 8 hour versions of Elephants dream. Very curious! Here's a screenshot.

From the US, I searched and found it. Though there were three 10 minute and on 196 minute one. It looks like they fixed the description from "An example of 23.976 frames per second" to something a little more meaningful.
What's behind the 'more info' tab? Is there any info on the Blender Institute?
I must've forgotten to hit "Post" on my reply before hitting refresh :P
Anyway, it doesn't include too much more information other than a couple of reviews. One being a lengthy (albeit repeating) 5 star and another terse 1 star review to the tune of "This sucks".
Here is the 5 star one though:
"The original ten minute short is FINALLY given the room it needed to breathe, by being repeated 396 times! A genius move in movie making. The fortieth time the boy's voice actor sounded weirdly french near the end I thought it was going to loose me, but then the forty-fifth time came around and I was KNOCKED BACK ON MY FEET.The film so nice you'll watch it threehundredninetysix-ice! In fact, I'm so impressed by the movie, I'm going to use the same concept for my review! The original ten minute short is FINALLY given the room it needed to breathe, by being repeated 396 times! Hehe :)
ahahaha beautiful
Let's dream a little: Netflix opens the opportunity to create a feature film with Blender and make money with it. A hard task? I think it's only a matter of time.
PS.: if you watch some scifi channels you will realize that they present movies with very poor special effects. Blender could, easily, provide high quality fx to this movies.
That's a wonderful idea. The Blender Foundation should approach Netflix with that exact proposal... maybe even to complete the funding for Gooseberry ? ? ? ....yes one can dream.
I sign under this!!
Brilliant!
Like Brendan i found several versions of it here in California. The more info button just takes you to a screen with the same info in a larger format like this --->

Well at least the blender foundation gets the extra publicity. If this is real would say the timing window from the actual Movie release to Netflix release is actually quite accurate. ;)
Confirmed!
